Skip Swenson, TDR Project Manager

Skip Swenson works throughout the region to develop and implement Transfer of Development Rights (TDR) programs. TDR programs conserve farms, working forests, and ecologically significant lands through a market-based approach that respects property rights and encourages responsible growth. Skip is currently working with private and public stakeholders to develop TDR programs in the City of Sammamish and Kittitas County. He holds master’s degrees in public policy and forest resources from the University of Washington, where his studies focused on environmental policy, land planning, and natural resources management. He also holds an undergraduate degree in business from the University of Wisconsin—Madison, where he focused on the nexus between commerce and environmental issues. Prior to joining CLC, Skip served as Director of Analytics and Western Region Testing Services Manager for Information Resources, Inc., a research and consulting company. When he’s not reading or tinkering, Skip can often be found skiing and mountaineering throughout the Cascades.
